{"id":233,"date":"2009-04-26T08:38:51","date_gmt":"2009-04-26T08:38:51","guid":{"rendered":"http:\/\/primaryschooling.net\/?page_id=233"},"modified":"2012-07-16T23:27:28","modified_gmt":"2012-07-16T13:27:28","slug":"department-of-compulsory-schooling","status":"publish","type":"page","link":"https:\/\/primaryschooling.net\/?page_id=233","title":{"rendered":"Department of Compulsory Schooling"},"content":{"rendered":"<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-241\" src=\"https:\/\/primaryschooling.net\/wp-content\/uploads\/2009\/04\/dad4.jpeg\" alt=\"dad4\" width=\"422\" height=\"224\" \/><\/p>\n<div style=\"text-align: center;\"><span style=\"font-size: x-small;\"><span style=\"color: #ffffff;\">All positions to be filled by well-experienced school officers.<br \/>\n[Each position to have adequate staffing.\u00a0 Special consideration for public service officers who have served as administrative or teacher assistants in schools and known to have deep knowledge of school routines.]<\/span><\/span><\/div>\n<div style=\"text-align: center;\"><span style=\"font-size: x-small;\"><span style=\"color: #ffffff;\"><span style=\"font-size: x-small;\">The design is meant to indicate that school activity is the focus and that there is genuine attention to the critical elements of school operations.<\/span><\/span><\/span><\/div>\n<p>1. <strong><span style=\"color: #ffffff;\">Curriculum<\/span><\/strong> [i.e. guiding children through learning experiences]\u00a0 This sector makes sure that activities are first rate and are given constant attention.\u00a0 Those at Assistant Director level will link with District Inspectors who are in schools every day,\u00a0 so that feed-back to syllabus [recorded essential elements of the overall curriculum] outlines is constant,\u00a0 critical and constructive.<\/p>\n<p>2. <strong><span style=\"color: #ffffff;\">Teaching <\/span><\/strong>techniques require regular personal thought.\u00a0 The sharing of good ideas,\u00a0 celebrating successes, examining innovative practices and the like need to receive constant attention.\u00a0 The pursuit of excellence in teaching is the aim.\u00a0 Guarding subject-time allocations and protecting schools from well-meaning lobbies requires constant surveillance.<\/p>\n<p>3. <strong><span style=\"color: #ffffff;\">Personnel.<\/span><\/strong> Location of staff, linking levels and kinds of staffing with local circumstances,\u00a0 matching departmental requirements with personal desires,\u00a0 staffing of remote and unpopular areas,\u00a0 organising requirements for promotional assessment are very taxing activities for a large state.<\/p>\n<p>4.\u00a0<strong><span style=\"color: #ffffff;\"> Finances.<\/span><\/strong> There is usually an enormous number of competing demands for limited finances.\u00a0 Compulsory Schooling seldom attracts much fiscal attention, so it important that the budget allocations are pupil based. <a href=\"https:\/\/primaryschooling.net\/?page_id=329\" target=\"_blank\"><span style=\"font-size: xx-small;\">[9. Four Way Test]<\/span><\/a><\/p>\n<p>5.\u00a0 <strong><span style=\"color: #ffffff;\">Special Subjects.<\/span><\/strong> Since syllabuses are constantly changing and improving, some subjects require emphasis from time to time.\u00a0 New movements require supervision and evaluation.\u00a0 This section would also supervise requirements for those pupils with special needs, who need separate schools and buildings and specially trained teachers.<\/p>\n<p>6.\u00a0 <strong><span style=\"color: #ffffff;\">In-Service.<\/span><\/strong> Constant,\u00a0 well-articulated programs that cover all of the above are needed to keep school learnings lively.<\/p>\n<p><strong><span style=\"color: #ffffff;\"><span style=\"text-decoration: underline;\">Non-State School Involvement:<\/span><\/span><\/strong> The Minister is responsible for the attendance and instruction of all children of compulsory school-age.\u00a0 Some of these attend schools run by religious organisations and private entrepreneurs.\u00a0\u00a0The Catholic church conducts the largest number of alternative non-state schools and has traditionally worked closely with state authorities in curriculum offerings and the maintenance of teaching competence.\u00a0 Jealous of its overall standards it once sought and welcomed regular inspection and open comment by state school Inspectors and the like.\u00a0 It cared about all children and opened its doors wide.<\/p>\n<p>Other churches and religious organisations have also established schools as have those who believe that they can operate schools that \u2018do things better&#8217;.\u00a0 Once bona fides have been established,\u00a0 co-operation needs to be recognised, upheld and supported.<\/p>\n<p>The Minister,\u00a0 retaining responsibility for the educational welfare of all of the children and accepting of alternative arrangements,\u00a0 should involve a representative of the non-state sector at the Deputy or Assistant-Director level.\u00a0 This person would not be an employee of the state and a largely liaison format would benefit all concerned.\u00a0 Appointment and an administrative network that such schools deem necessary can be established with little interference to the state network.<\/p>\n<p><strong><span style=\"color: #ffffff;\"><span style=\"text-decoration: underline;\">Stakeholders:<\/span><\/span><\/strong> At various levels in the structure, there is need to involve other stake-holders&#8230;.not just to listen to&#8230;to involve. While a list of all concerned would be in the thousands, there are representative groups whose help and advice is required. They include the following&#8230;<\/p>\n<p style=\"padding-left: 30px;\">1. Principal Associations and Associate Administrators must be part of every activity that affects them.\u00a0 Their involvement will be with the Director-General&#8217;s triad.<\/p>\n<p style=\"padding-left: 30px;\">2. Parents and teachers have their professional associations and their unions &#8230;.subject associations,\u00a0 year levels groups,\u00a0 multi-age and other teaching-concerned associations.<\/p>\n<p style=\"padding-left: 30px;\">3.\u00a0 It is essential that tertiary institutions,\u00a0 especially those who prepare student teachers,\u00a0 are involved.\u00a0 They need to know what is going on and what is planned.\u00a0 Some tertiary teachers are respected provocateurs and many conduct particularly useful research;\u00a0 and there are millions of academic treatises describing school activities.\u00a0 The efforts are appreciated.<\/p>\n<p style=\"padding-left: 30px;\">4. Learned Societies such as the Australian Council for Educational Leadership [ACEL] and the Australian College of Education [ACE] should be invited to participate.<\/p>\n<p style=\"padding-left: 30px;\">5. Non-state schools will be represented in the structure, but the involvement of representative groups at the operating levels will assist in the sharing and disbursement of information.<\/p>\n<p>A judicious representation of stakeholders is not difficult and need not be as crowded as the above would appear to represent.<\/p>\n<p><strong><span style=\"color: #ffffff;\">Don&#8217;t be awed by the simplicity of this design.\u00a0\u00a0It would be a brave state that would dare to introduce such a no-nonsense, down-to-earth structure.\u00a0 It will have to overcome that egalitarian fear of excellence and avoid presentations from present day business models and managerial \u2018experts&#8217; who tend to structure from the top.\u00a0 Not easy.<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #ffffff;\"><span style=\"text-decoration: underline;\">Conclusion:<\/span><\/span><\/strong>\u00a0A framework such as this <span style=\"text-decoration: underline;\">will <\/span>work.\u00a0 The use of experience and first-hand knowledge <span style=\"text-decoration: underline;\">will<\/span> produce outstanding results in all facets of schooling. I am sure of it.<\/p>\n<p>There is wide-spread alarm\u00a0by what is happening at present,\u00a0 especially when present day activities hamper \u00a0the wonderful work that classroom teachers are capable of doing.\u00a0 They need <span style=\"text-decoration: underline;\">proper<\/span> assistance and support.\u00a0<\/p>\n<p>They need a thoroughly school-based adminsitraion.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>All positions to be filled by well-experienced school officers.
