[Effects on Schooling]"},"content":{"rendered":"<p>Compulsion brings its own problems.\u00a0 A way of looking at the existing state of affairs is to borrow from a construction by Richard Carlson,\u00a0 who first used it to describe the differences between business operations and governmental agencies in the levels of control that they have over their clients.\u00a0 Carlson described the kind of control that an institution possesses over the entry of each client to its organisation;\u00a0 and of the control that the clients have.\u00a0 Applied to schools in Australia, the arrangement looks like this:<\/p>\n<p class=\"MsoList2\" style=\"margin: 0cm 9.05pt 0pt 28pt\"><strong><span lang=\"EN-AU\"><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 lang=\"EN-AU\"><strong><em>\u00a0<\/em><\/strong><\/span><\/p>\n<p>It can easily be seen that schools providing schooling for those compelled to attend a State School are in the most vulnerable position.\u00a0 Located in the <span style=\"color: #ffffff\">bottom right-hand No\/No quadrant<\/span>, they have absolutely no say in the scheme of things.\u00a0\u00a0They must accept and retain any pupil no matter what the circumstances,\u00a0\u00a0cannot set fees,\u00a0 rely solely on changing government circumstances and ideology,\u00a0 must teach any \u2018prevention syllabus&#8217;\u00a0 [e.g. drug education, road safety]\u00a0 that prevailing opinion requires,\u00a0 be subject to all government whims such as testing programs;\u00a0 all operating under teaching conditions that the other segments would not tolerate.<\/p>\n<p>Questions are often asked, as they need to be,\u00a0 why a government should have anything to do with the top two quadrants:<\/p>\n<ul>\n<li>The <span style=\"color: #ffffff\">top left\u00a0 [Yes\/Yes]\u00a0 quadrant<\/span> represents businesses that need little government support.\u00a0 TAFE and other vocational institutions belong in the domain of business,\u00a0 while pre-schooling belongs to the domain of child-care. Both sectors would be better-off with such attachments.\u00a0 Neither needs to be allied closely to compulsory education, despite the fact that each sector deals with the same clients at different stages.<\/li>\n<li>Clients in the <span style=\"color: #ffffff\">top right\u00a0 [Yes\/No]\u00a0 quadrant<\/span> are obliged to attend a school.\u00a0 In Australia they can chose the school that they should like to attend.\u00a0 The school can accept them if it wishes,\u00a0 insisting on a set of conditions and charges a fee.<\/li>\n<li>Clients in the <span style=\"color: #ffffff\">lower left\u00a0\u00a0[No\/Yes]\u00a0 quadrant<\/span> represent those who wish to complete their schooling at a state school beyond the period of compulsory attendance.\u00a0 The school must accept all comers and control measures are mandated by state authorities.\u00a0\u00a0With the present rises in approved leaving ages,\u00a0 this quadrant is moving towards the right.<\/li>\n<li>Many argue, as they should, \u00a0that the lower quadrants should represent a concerned government&#8217;s only focus.
